FRANK HECKER FOR OREGON'S 3RD CONGRESSIONAL DISTRICT.
I’m Frank Hecker and I’m running for the U.S. House of Representatives in Oregon's District 3. I first served my country when I voluntarily enlisted as a Navy fighter pilot in the Vietnam era, where I graduated TOPGUN.
I am not speaking to the 10% of the way-right or 10% of the way-left that try to polarize and tear our country apart philosophically, but the 80% of us that reside in the middle that all see the same issues but have different solutions.

A compassionate conservative is one who makes sure that the taxpayers' money is being spent in the most efficient way. In other words, they are fiscally responsible. They also see the pain of the people and are empathetic to their needs. Fiscally poor policy and people who are not heard are caused by inefficient corrupt government. What I want for you, is what I want for me. I want people in politics who will live with the same policies as those who elected them.
- I want to see that people like my adopted daughter-in-law can get the proper care and choice in medical treatments. I want them to have answers and options from the hideous effects of chronic disease, Lyme disease, and other rare disease, especially where there is no public funding and medical policy surrounding these illness causes patients to suffer. - I want informed consent between doctors and patients, not big pharma or big medicine telling doctors what to do.
- I want to see the exaggerated corrupting influence of money in politics and government come to an end, and let the people voices be heard rather than the international lobbyist having priority.
- I want to restore the principals of HONOR, TRUST, LEADERSHIP in both our government but in our society.
- I want to put the focus on our higher education system to make education accessible so American students can be competitive in the workplace again.
- I want to see a balanced budget where your government does not spend more than we budgeted to give them, so that they can not burden my grandchildren with horrible debt.
When I took the oath of office to become a Naval Aviator, I pledged my allegiance to the constitution of the United States, and I also took a pledge to “Not lie, cheat, or steal, nor will I tolerate those amongst us who do.” So, the gloves come off today. I will fight for us for these things, but I need your vote and the vote of 10 of your friends.
I’m asking you to join me in this fight by supporting this campaign. In order to beat the current incumbent, we will need money. I have managed my campaign on word of mouth, and on a limited budget of less than $5000, but we are running out of money. I have managed the budget well, and I don’t need or want hundreds of thousands to get your best representation to Washington. We do need funds, but we will not take funding from large corporations or international interests who will then want to leverage for their interest. Therefore, we rely on your donations so we can represent you fully and fairly without any conflict.

Government That Works for Everyone
I want to make government work for everyone, not just entrenched politicians and the big businesses and unions supporting them. There are over 700,000 people in Oregon District 3 and I believe it is the responsibility for a person who holds the office of US Congressman to represent all 700,000 persons, whether they are Democrat, Republican, Independent, or not even registered to vote. Everyone in my District will have a voice! You will have a person who is more interested in your voice than his own, someone who can and will listen to you.
This is my first campaign for public office. My first official act of public service was as a Navy fighter pilot during the Vietnam era where we all were prepared to give up our lives in the service for our country. Now, I want to continue serving our country, the state of Oregon, and the citizens of the 3rd Congressional district.
I am proud to have been a long-time resident of Gresham and East Multnomah County. Our incumbent Portland politicians forget about the rest of the district! Bike lanes don’t help pay the rent, reduce the cost of health care, reduce the cost and quality of education in Oregon, or buy groceries.
The political polarization is Washington D.C. is most concerning. I see this polarization pitting division between ethnic groups, haves vs have nots, men vs women, families torn apart by political differences, friends unfriending life-long friends on Facebook because of political differences, marriages and relationships separating because of political polarization, and a country that is on the brink of very dangerous aggressiveness due to this seemingly induced division. People, UNITED WE STAND, DIVIDED WE FALL. And now we have to make a choice. We have to make a personal decision about the future path of our country, the United States of America, about who we are as Oregonians.
President John F. Kennedy, a Democrat, said: ASK NOT WHAT YOUR COUNTRY CAN DO FOR YOU, BUT WHAT YOU CAN DO FOR YOUR COUNTRY? Have we gone so far away from this thinking that we are more concerned about which candidate can give us the most free stuff?
After serving our country as a Naval Fighter pilot in the Vietnam era, I spent the next 22 years as a software efficiency consultant to some of the largest companies and agencies in our country. Companies like Boeing, Lockheed, Northrup, and DLA (Defense Logistics Agency that purchases most all goods and services for the Federal Government and Department of Defense). Technology is progressing at such an amazing rate and I can see hundreds of ways to take the money the government now spends to change the policies and processes to provide better healthcare, education, security, and value of life issues without increasing taxes.
